This report, produced by the Delaware High School Graduation Requirements Committee, builds upon the research conducted by Achieve, Inc., which analyzed the state’s graduation requirements in comparison with entrance requirements at Delaware’s state universities. Achieve's findings resulted in the committee’s recommendations for new graduation requirements in each core subject area. The committee also made recommendations to ensure students remain intellectually engaged during their senior year and receive support throughout their high school careers through monitoring each marking period and the use of individual learning plans. This report outlines these recommendations, provides feedback from focus groups, and addresses implementation issues. The resource is good for states that have implemented (or are thinking of implementing) new and rigorous graduation requirements and are considering the best ways to help students and schools meet the new requirements.

Background and Context
Students are most at risk of dropping out during their first year of high school. Initiatives like ninth grade academies, smaller learning communities, advisory systems, and individual learning plans can serve to personalize a student’s transition into high school and better equip them to face the new challenges that arise during that time.
