Transitions into High School
Delaware P-20 Council: Connecting Pre-School to Graduate School
Source: Delaware Department of Education Date: 2007
The Delaware P-20 Council was established in 2003 as an inclusive organization designed to align Delaware’s education efforts across all grade levels. Its main goal is to establish a logical progression of learning from early childhood to post-secondary education while reducing the need for remediation. The council operates through cooperation from state leaders, higher education, school administrators, the business community, and parents. This site lists the Council’s vision and mission statements, goals, bylaws, progress reports, members, meeting notes, subcommittees, reports, and related links. Of particular note are subcommittees and their corresponding resources on dual enrollment and data alignment efforts.

The site also includes links to Achieve's analysis of Delaware's high school standards and graduation requirements, as well as the state's High School Graduation Committee report, which outlines the state's resulting new recommended graduation requirements. This site provides a number of resources that can provide background information and models for states that are instituting more rigorous graduation requirements and a P-20 model for education.

Background and Context
Students are most at risk of dropping out during their first year of high school.  Initiatives like ninth grade academies, smaller learning communities, advisory systems, and individual learning plans can serve to personalize a student’s transition into high school and better equip them to face the new challenges that arise during that time.
