Delaware Department of Education, 2006
This is the final report of the Delaware High School Graduation Requirements Committee, outlining the state's new graduation requirements.
Florida Department of Education
This Florida High School Reform Task Force report lists recommendations to increase the student achievement and graduation rates of high school students, while improving the culture of high schools. Many of the recommendations were subsequently approved by the State Board of Education for inclusion in 2006 legislation.

Hawai'I P-20 Initiative
The Hawai`i P-20 Initiative brings together educators, state government officials, business representatives, and other stakeholders to work together to improve student achievement in Hawai`I by creating a seamless system of education that links and coordinates each education level. The website includes a P-20 Strategic Plan and allows for interactive communication among the various stakeholders that make up the P-20 Council.

Background and Context
Students are most at risk of dropping out during their first year of high school.  Initiatives like ninth grade academies, smaller learning communities, advisory systems, and individual learning plans can serve to personalize a student’s transition into high school and better equip them to face the new challenges that arise during that time.
