Promising Futures: A Call to Improve Learning for Maine's Secondary School Students

This report, compiled over several months of interviews, discussions, and exploration into the state of secondary schooling in Maine, includes descriptions of 15 core practices that should be implemented to provide a quality secondary education to all students. The practices address what teachers need to do to improve instruction and learning, as well as what schools need to do to support that teaching and learning. In addition, the report suggests practices that should be phased out. The report ends with recommendations for how parent groups, school district leadership, town officials, professional associations, and state leaders can support high schools in serving youth more effectively. The report is structured so that it weaves narrative vignettes of experiences in schools with insightful analysis of current practices. This document can, and already has, served as a model for other states developing a vision for their secondary school redesign.

Background and Context
Providing leadership across a state's vast education system is a daunting challenge. In an era of increased accountability, the state's role is even more central to the teaching that takes place in each classroom throughout the state. Whether through the establishment and improvement of state data systems, or shifting the internal organization of the agency, states are undertaking a variety of efforts to provide stronger leadership.
