This framework is a research-based working guide for the redesign of Connecticut’s high schools, with a focus on equipping students to work in changing global work market. It sets seven expectations that schools should adhere to and which should be in effect by 2014: adopting a mission; providing a rigorous curriculum; strengthening leadership; developing learning communities; promoting professional development; using data-informed decision making; and offering extended learning opportunities. This guide expands upon each of these seven expectations, through a detailed explanation; a snapshot of the future high school having met this expectation; guidance on planning and implementation suggestions; and policy recommendations. The guide also lists traditional classroom and structural practices which could interfere with learning and should be considered for phasing out and replacement.

Providing leadership across a state's vast education system is a daunting challenge. In an era of increased accountability, the state's role is even more central to the teaching that takes place in each classroom throughout the state. Whether through the establishment and improvement of state data systems, or shifting the internal organization of the agency, states are undertaking a variety of efforts to provide stronger leadership.
