The Nine Characteristics of High-Performing Schools resource serves as a framework for school improvement in Washington. The first edition found that most successful schools displayed at least five of these nine characteristics. This second edition of the resource expands upon the characteristics and definitions through the help of about 120 new research and professional references, and relevant OSPI documents. It seeks to help educators deepen their understanding of the characteristics. The goal of this resource is to enable schools to move beyond the planning stages of school improvement. Consequently, it also provides additional strategies for expanding implementation of the characteristics.

Providing leadership across a state's vast education system is a daunting challenge. In an era of increased accountability, the state's role is even more central to the teaching that takes place in each classroom throughout the state. Whether through the establishment and improvement of state data systems, or shifting the internal organization of the agency, states are undertaking a variety of efforts to provide stronger leadership.
