Washington State High School Reform Initiative: Year 1 Baseline Report

This report examines three high school initiatives that schools are using in Washington State: Washington State's High School Improvement Initiative, the Southern Regional Education Board's High Schools that Work program, and the International Center for Leadership in Education’s Successful Practices Network. The report identifies several key attributes and major program components for each of the initiatives while providing an initial evaluation following one year of implementation, including results from staff and student surveys. The report compares expected results with perceptions of their initial impact in order to determine possible changes and the sustainability of the initiatives. This report is an example of how states might evaluate various high school initiatives in their own states and provides information on setting reachable goals and support for the first year implementation of reform initiatives.

Background and Context
Providing leadership across a state's vast education system is a daunting challenge. In an era of increased accountability, the state's role is even more central to the teaching that takes place in each classroom throughout the state. Whether through the establishment and improvement of state data systems, or shifting the internal organization of the agency, states are undertaking a variety of efforts to provide stronger leadership.
