Texas Study of the High School Redesign and Restructuring Grant Program

The Texas High School Project awards grants to high schools ranked as 'academically unacceptable' for one year, with the requirement that they put in place a cohesive redesign plan. This interim report discusses and evaluates the various models of implementation in different school contexts. Case studies show success and struggle with challenges such as an entrenched dysfunctional cultur; history of failure and low expectations; staff resistance to change; safety and security issues; and multiple, ongoing programs that were fragmented and uncoordinated.

Background and Context
Providing leadership across a state's vast education system is a daunting challenge. In an era of increased accountability, the state's role is even more central to the teaching that takes place in each classroom throughout the state. Whether through the establishment and improvement of state data systems, or shifting the internal organization of the agency, states are undertaking a variety of efforts to provide stronger leadership.
