CCSSO's High School Redesign Simulation is a way to allow state education agency personnel the opportunity to experiment with realistic situations in a risk-free atmosphere. The Simulation reinforces systems thinking, increases awareness of the Baldrige Criteria for Performance Excellence, highlights resources that support the users learning and reinforces high levels of results and data collections, and helps the user reflect on possible next steps in their state's redesign efforts. The resource is meant to illustrate the impact of systems change concepts using high schools as an example, the same principals can be used to make any policy decision.

Providing leadership across a state's vast education system is a daunting challenge. In an era of increased accountability, the state's role is even more central to the teaching that takes place in each classroom throughout the state. Whether through the establishment and improvement of state data systems, or shifting the internal organization of the agency, states are undertaking a variety of efforts to provide stronger leadership.
