Secondary School Redesign SEA Capacity and Leadership Self Assessment Tool

The tool addresses 4 strands of SEA Leadership and Capacity. The first strand is the clarity of the Secondary School Redesign (SSR) Model. This strand includes an assessment of the rationale and purpose, the redesign model itself and its components, policy coherence and alignment, and specific guidance for implementation strategies. Strand two is the Broad-Based Community Involvement. This includes appropriate practitioner involvement, key stakeholder involvement, and their levels of partnerships. The third strand addresses SEA Organization and Leadership. This strand looks specifically at effective practices for a well-functioning SEA, support for the work, the communications strategy, and designated leadership and responsibility. Finally, strand four, Capacity Building/Sustainability, includes resources and expertise, technical assistance and district/school networks, and professional learning and planning. When crafting redesign policy a state should focus on all four strands of leadership and capacity in order to create the most viable model for reform.

Background and Context
Providing leadership across a state's vast education system is a daunting challenge. In an era of increased accountability, the state's role is even more central to the teaching that takes place in each classroom throughout the state. Whether through the establishment and improvement of state data systems, or shifting the internal organization of the agency, states are undertaking a variety of efforts to provide stronger leadership.
