In April 2005, the Delaware State Board of Education presented a Secondary Schools Summit entitled Challenges and Opportunities, focusing on secondary school redesign. The Summit registered more than 260 individuals and allowed for large and small group presentations as well as an afternoon forum for open discussion. Topics from the summit included: increasing rigor, distributed leadership, personalizing learning, creating learning communities, connecting with parents and communities, and the No Child Left Behind Act. This webpage compiles the summary of the information that was provided and discussed during the summit, and may be used by state officials from all states as a blueprint for future summits.

Providing leadership across a state's vast education system is a daunting challenge. In an era of increased accountability, the state's role is even more central to the teaching that takes place in each classroom throughout the state. Whether through the establishment and improvement of state data systems, or shifting the internal organization of the agency, states are undertaking a variety of efforts to provide stronger leadership.
