VA's Blueprint for an Action Agenda - Analysis of Baseline Data

The Virginia Blueprint for an Action Agenda analyzes a multitude of data and statistics on student achievement in order to establish action goals and areas of focus to drive education reform. This report introduces data from several leading education institutions, references Virginia’s State Report Card on Higher Education and describes and justifies each categorical assessment. The blueprint established ten action goals and several areas of focus to address these goals. The action items include restoring the value of a high school diploma; redesigning high schools; giving students the excellent teachers and principals they need; setting goals, measuring progress, and holding high schools and colleges accountable; and finally streamlining and improving education governance. The report also touches upon financial concerns, out-of-school youth, community engagement, and career and technical education. States can use this resource as a guide to assess their own schools and set an agenda for school reform.

Background and Context
Providing leadership across a state's vast education system is a daunting challenge. In an era of increased accountability, the state's role is even more central to the teaching that takes place in each classroom throughout the state. Whether through the establishment and improvement of state data systems, or shifting the internal organization of the agency, states are undertaking a variety of efforts to provide stronger leadership.
