The College for ME website highlights the Maine Compact for Higher Education's effort to raise educational attainment in the state and make Maine residents among the best-educated in America by 2019. The Compact’s website houses its Action Plan, which identifies three major areas where improvements would lead to real gains in educational attainment: preparation - introducing a college culture to high school students; affordability - creating strategies for those who can not afford tuition; and retention - especially for adult learners.

Background and Context
In many states, recent legislation or gubernatorial priorities have focused attention on increasing access for high school students to post-secondary options. Small learning communities, advisory systems, individual learning plans, AP and IB classes, dual enrollment programs, exit exams, and the push to increase rigor of high school classes and graduation requirements are approaches states use to guide students through graduation and help them make successful transitions into college.
