This paper provides a framework for states and district to think about and develop data systems that can be used to evaluate dual enrollment, as well as sample research activities to use as a guide for future work. The executive summary is targeted at policymakers and seeks to explain why research is important and how to help support research activities. The full report is directed at those conducting research and can also be valuable to those charged with policy decisions and program implementation. Throughout, there are real-world examples of research that can serve as models for readers’ own work.

Background and Context
In many states, recent legislation or gubernatorial priorities have focused attention on increasing access for high school students to post-secondary options. Small learning communities, advisory systems, individual learning plans, AP and IB classes, dual enrollment programs, exit exams, and the push to increase rigor of high school classes and graduation requirements are approaches states use to guide students through graduation and help them make successful transitions into college.
