This resource contains a framework and timeline for the Montana High School Initiative and its activities. It views the K-12 system's role as developing the full education potential of each person and providing equality of educational opportunity to each person. Montana's high schools will fulfill their role by focusing on target areas including: Indian Education for All; increasing student achievement and graduation rates; increasing leadership development; establishing relationships between high schools and postsecondary institutions; and promoting opportunities to learn, use, and reinforce academc knowledge and skills in a variety of environments. The Montana High School Initiative hopes to develop detailed plans on how to improve the state's high schools, as well as provide strategies for delivering them the resources necessary to fulfil their role.

Background and Context
In many states, recent legislation or gubernatorial priorities have focused attention on increasing access for high school students to post-secondary options. Small learning communities, advisory systems, individual learning plans, AP and IB classes, dual enrollment programs, exit exams, and the push to increase rigor of high school classes and graduation requirements are approaches states use to guide students through graduation and help them make successful transitions into college.
