This policy outline introduces Pennsylvania’s Project 720 and its accompanying goal that all students must graduate from high school prepared to enter college and the high-skills workforce. The outline highlights four strategies for school districts to implement: providing a challenging curriculum in reading, writing, science and math; improving the learning environment; improving student advising services; and ensuring postsecondary success. The report details the intended pilot scheme of this project and also discusses some past models of high school reform programs.

Background and Context
In many states, recent legislation or gubernatorial priorities have focused attention on increasing access for high school students to post-secondary options. Small learning communities, advisory systems, individual learning plans, AP and IB classes, dual enrollment programs, exit exams, and the push to increase rigor of high school classes and graduation requirements are approaches states use to guide students through graduation and help them make successful transitions into college.
