Student Learning Plans: Development and Implementation Guide

In 2004 the state of Washington passed a law that requires every school district to provide a student learning plan for each student. This guide outlines just how the state will address this legislation and implement plans. The guide also establishes a student learning plan process through six-steps: 1) identifying students who will receive plans; 2) grouping students through assessment data; 3) identifying interventions; 4) creating plans and assigning interventions; 5) communicating plans to parents and students; and 6) implementing, reviewing, and adjusting plans. Finally, the report includes a list web resources and a variety of tools and templates to facilitate implementation and assessment. The guide, along with its resources and tools, can be used by other states wishing to implement state-wide student learning plans.

Background and Context
Individual Learning Plans (ILPs) are personalized student education plans that include information such as high school courses, post- secondary education and career interests, and extracurricular activities.  State approaches to developing and implementing ILPs are as varied as the information that goes into them. But even with those differences, common purposes and similar challenges drive states to require their students to complete ILPs.
