Vermont High School Task Force, charged by the State Board of Education and State Department of Education recommends strategies for reforming secondary education. These are presented as Twelve Principles, which centre on individual student learning. The report recommends that each student develop a personal learning plan and work towards producing a portfolio to demonstrate how he or she has met standards. These portfolios should be exhibited and assessed by members of the family and community.

Background and Context
Individual Learning Plans (ILPs) are personalized student education plans that include information such as high school courses, post- secondary education and career interests, and extracurricular activities. State approaches to developing and implementing ILPs are as varied as the information that goes into them. But even with those differences, common purposes and similar challenges drive states to require their students to complete ILPs.
