Delaware Literacy Plan Rubric Drafts

These draft rubrics were developed to facilitate the evaluation of literacy programs and plans based on the five dimensions of a quality literacy program: Curriculum/Instruction, Leadership, Assessment, Professional Development, and Partnerships. They will soon be released in final form, and will be available to all educators through the Delaware Department of Education Web site. These rubrics are tools for districts and schools to help improve the quality of their literacy programs and make the literacy plan more responsive to student needs for student achievement in all content areas in grades pre-K to 12. These rubrics would be especially useful to state education agencies who are working to support district-level efforts to improve adolescent literacy, but are unsure of what metrics to use to measure progress.

Background and Context
Across the country states are struggling to establish sound literacy learning standards for adolescents and appropriate teacher preparation standards in literacy for teachers who will work with adolescents. At the secondary level, literacy should not only be addressed in the language arts curriculum, but it should play a central role in every subject area.
