Louisiana Literacy Plan: Literacy for All

The key components of Louisiana's literacy plan include: a three-tiered instructional model, involving core curriculum, strategic intervention, and intensive intervention; scientifically research-based programs and strategies; extended time for reading and literacy instruction based on grade level; ongoing formative and summative assessments to inform instructional decisions on needed interventions and evaluate the impact of the model; and high quality teachers supported by professional development. The plan identifies ten instructional components and six infrastructural components of an effective adolescent literacy program at the 4th –12th grade levels. The plan was initially slated to be implemented as a pilot in five districts, beginning with the 2006-07 school year.

This document would be helpful for states that want to build a research-based literacy plan that includes a school-wide model with substantial district and state support. It includes good information on the professional development that must be provided to teachers and instructional leaders to support sound implementation of the plan.

Background and Context
Across the country states are struggling to establish sound literacy learning standards for adolescents and appropriate teacher preparation standards in literacy for teachers who will work with adolescents. At the secondary level, literacy should not only be addressed in the language arts curriculum, but it should play a central role in every subject area.
