This document suggests that all Rhode Island’s school districts use the Personal Literary Plans (PLPs) Guidelines to guide the literary development of their students. The guidelines define a PLP as a plan of action for a teacher to use to bring a student to reading proficiency. A major component of a PLP is intervention, accompanied by progress monitoring. The document includes: a PLP implementation timeline, an explanation of the life cycle of a PLP problem solving approach, suggestions for assessment, and PLP support system models at the elementary, secondary, and LEA/District level. While there are initial allowances for schools to build capacity for servicing their students, by the year 2011 all students K-12 not reading at grade level will have a PLP. This resource is a good model for states that want their adolescent literacy work to gain on-the-ground traction and meet the individualized needs of students.

Across the country states are struggling to establish sound literacy learning standards for adolescents and appropriate teacher preparation standards in literacy for teachers who will work with adolescents. At the secondary level, literacy should not only be addressed in the language arts curriculum, but it should play a central role in every subject area.
