The Connecticut State Department of Education’s Beyond the Blueprint: Literacy in Grades 4-12 and Across the Content Areas, an extension of Connecticut’s K-3 Blueprint for Reading Achievement, is for educators interested in providing systematic, ongoing literacy programming for students in grades 4-12. This document provides conclusions and recommendations, student and teacher competencies, instructional models and strategies, assessments, resources, and references. Beyond the Blueprint offers a well-informed research-based orientation required to help older students develop into literate citizens. The recommendations described in this blueprint are applicable across states, and could be adapted by a variety of SEAs to support literacy efforts.

Background and Context
Across the country states are struggling to establish sound literacy learning standards for adolescents and appropriate teacher preparation standards in literacy for teachers who will work with adolescents. At the secondary level, literacy should not only be addressed in the language arts curriculum, but it should play a central role in every subject area.
