New Hampshire PreK-16: Literacy Action Plan For the 21st Century

The New Hampshire Literacy Task Force created a statewide plan for literacy informed by a large body of research surrounding literacy development, literacy instruction, and student and teacher learning. This literary action plan defines what is necessary to create and sustain a comprehensive literacy program within school systems and identifies resources to support that effort. This action plan includes: a list of the necessary infrastructure for supporting literacy; components of an effective instructional model; and instructions for creating an action plan. Planning guides, lists of literacy assessments, family involvement charts, and classroom oversation rubrics are just some of the tools included in the guide. This state action plan is a good resource for states that want to development their own action plans around literacy or provide their schools and districts with the necessary tools to carry out literacy plans and instruction that will have an impact.

Background and Context
Across the country states are struggling to establish sound literacy learning standards for adolescents and appropriate teacher preparation standards in literacy for teachers who will work with adolescents. At the secondary level, literacy should not only be addressed in the language arts curriculum, but it should play a central role in every subject area.
