This report for the Carnegie Corporation of New York's Advancing Literacy program addresses the problem that large numbers of adolescents graduate from high school without the writing skills that colleges and employers require. Research suggests that the 11 techniques discussed in the report will help students in grades 4-12 become high-achieving writers. These techniques are not curriculum replacements, however, schools and teachers can use them to supplement and improve their current writing instruction.

Across the country states are struggling to establish sound literacy learning standards for adolescents and appropriate teacher preparation standards in literacy for teachers who will work with adolescents. At the secondary level, literacy should not only be addressed in the language arts curriculum, but it should play a central role in every subject area.
